An Introduction from Bro. Barry Burrell KOM

PETERBOROUGH & DISTRICT TALKING NEWSPAPER ASSOCIATION

The Association was formed in 1980 to provide the visually impaired in the Peterborough area with a weekly news tape containing items which have appeared in the Peterborough Evening Telegraph taking in the headlines, shorter news stories, sports news, what’s on and a selection of letters to the press. Announcements on behalf of other organizations for the blind are also included. To accompany this service there is a monthly audio magazine to provide information such as new helpful equipment for the blind that is now available, features of interest and entertainment.

At this time there are about 200 visually impaired people receiving our service not just in Peterborough but, all over this province with listeners in Bourne, The Deepings, Stamford, Glinton, Eye, Thorney, Crowland, March, Whittlesey, Farcet, Yaxley and out to Oundle in the west.

The Association is run on a completely voluntary basis by a team of about 55 to 60 volunteers, which are made up of 5 teams of readers and 5 teams of duplicators along with committee members and editors.

We are funded entirely by voluntary donations mainly from groups such as Rotary Clubs, Inner Wheel groups, The Ashton Conker Club and on occasions BBC Radio Cambridgeshire’s Trustline Appeal.

We receive no funding from local authorities or from any government department.

How is the Talking Newspaper created?

After gathering a weeks Evening Telegraph’s from Tuesday through to the following Monday a teams editor will cut out a selection of items to be read. A team of readers, once every 5 weeks in turn, meet at a volunteers home where the recording equipment has been taken, they will then record the news onto a master tape.

The master is then taken to Bretton Library where our duplicating equipment is installed. If all goes to plan on a Wednesday morning the Royal Mail delivers the mail bags containing the listener’s wallets with last weeks returned tapes enclosed. In the afternoon one of the teams of duplicators wipe clean all the returned tapes before recording the new edition on to it. The equipment we have copies 18 tapes each run at high speed recording on both sides of the tape at the same time. The tapes are then placed back into the listeners wallets, which have had their address labels reversed and checked that everyone on our books is being sent a copy, the wallets are then put back into the mail bags ready for collection later that afternoon so hopefully the listeners receive their newspaper tape in the post on the Thursday morning.

There are no postal charges to us as the tapes are sent under the Articles For The Blind concessionary scheme.

Plans for the future:

Since 1980 the newspaper has been sent out on compact cassettes, which are rapidly coming to the end of their effective life along with our ageing recording and duplicating equipment. Therefore, we are looking very seriously at an alternative format.

With modern technology available now, we would like to be able to improve the service that we provide for our listeners.

It is very important that we should firstly have the capability to make a clear as possible recording as some of our listeners are not only visually impaired but have hearing problems as well.

With sufficient funding the association would like to go over to a system where the paper could be recorded digitally onto a computer and then duplicated onto a memory stick. Because most of the listeners do not have access to a computer at this time a piece of equipment would have to be purchased to allow them to listen to the device.

The committee looked at going over to CD’s but, the annual running costs would be very high due to the number of write once only CD’s required in a year as other Talking Newspaper groups in other parts of the country have discovered.

The committee accepts that the cost of such equipment initially will be high but it feels it will be well worthwhile in the long term as the quality of the recordings will be improved quite dramatically and the annual running costs should be kept low.
